We are hiring a Cooperative Procurement Analyst

The REMC Association seeks to contract with an individual to support REMC SAVE functions such as: prepare bid documents, evaluate bid responses, make recommendations for contract awards, draft contract documents, contract management, exhibiting and marketing for the REMC SAVE project.  

The cooperative procurement analyst is expected to work effectively and efficiently with the REMC SAVE team members to help advance the REMC Association’s mission around educational excellence and equity for all students. 

Essential Roles and Responsibilities:

  • Assist with developing bid specifications by reviewing catalogs, trade journals, and Internet sites, and consulting with vendors and customers to create and maintain specifications for necessary goods and services.
  • Analyze and use statewide usage statistics and customer feedback to identify new products, services or bid areas.
  • Develop and adhere to bid timelines and milestones.
  • Assist with conducting bids by following established policies, processes and procedures.
  • Assist with analyzing bid responses based on factors including specifications, price, quality, and customer satisfaction.
  • Maintain documentation and data (spreadsheets, project management software, documents, etc).
  • Respond to user issues and provide customer support.
  • Utilize SAVE Data Center to maintain product and vendor-related databases. 
  • Assist with monitoring and evaluating vendor performance to ensure compliance with contractual obligations.
  • Assist with providing vendor-focused informational sessions and support.
  • Represent REMC at technology events as appropriate and needed.
  • Assist with communications to REMC Directors and staff. 
  • Assist with publicizing, promoting, and marketing REMC SAVE.
  • Provide information, data, and sessions that enable centers to represent and market the project in their region (conferences, webinars, events, etc).
  • Abide by relevant REMC Association policies.
  • Monitor and follow applicable state and federal procurement laws and regulations
  • Attend professional learning and maintain a detailed and up-to-date understanding of the pricing models, suppliers, technological trends, market conditions, and public procurement best practices within the relevant bid categories

Knowledge, Skills, and Abilities - Required:

  • Advanced writing and analytical skills 
  • Excellent time management skills
  • High attention to detail
  • Accurate data entry.
  • Efficient and effective use of technology - Google Workspace (spreadsheets, document storage, word processing, presentation software, etc), databases.
  • Knowledge of policies and procedures for purchases, commercial supply sources, and common business practices related to sales, prices, discounts, units of measure, and deliveries.

Knowledge, Skills, and Abilities - Preferred:

  • Bachelor's degree from an accredited college or university, with a major course of work in supply chain management, purchasing/procurement, business or public administration, finance, or a closely related field, and/or three years of professional experience in the purchase of goods or services.
  • Experience with project management preferred, preferably two or more years.
  • Familiarity with K-12 education, schools, ISDs, and REMCs in Michigan,

Working Conditions and Compensation:

  • Part-time position of approximately 880 hours (110 days) per year at $60.06 per hour with a flexible schedule. Must be available for meetings during regular business work hours i.e. 8 AM-5 pm.
  • Home office environment. The independent contractor is responsible for providing the tools (computer, internet), resources and supplies needed to complete the work.
  • Reimbursement of approved expenses for travel, mileage, etc.
  • Attend or represent the organization at both in-state and out-of-state conferences, organization events and in-services.
  • Reports to and works closely with the REMC SAVE Director.
  • The services and the work will be reviewed annually by the REMC SAVE Director.
